ON FEBRUARY 24, 2023, A MEETING WAS HELD ON THE TOPIC: "RESULTS OF THE 2022 FIRE SEASON AND TASKS FOR THE 2023 FIRE SEASON"

On February 24, 2023, a meeting on the topic "Results of the 2022 fire season and tasks for the 2023 fire season" was held at the Almaty Regional Territorial Inspectorate of Forestry and Wildlife of the Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan via videoconference, with the participation of representatives of the Department of Natural Resources and Environmental Management, municipal state forestry institutions, national nature parks and reserves of the Almaty region.
During the meeting, issues of preparation for the 2023 fire season and measures taken by forest owners to prevent and combat forest fires during the fire season were discussed. According to the results of the meeting, in preparation for the fire season, it was decided to produce:
1. Training and instruction of forest fire services on the issues of fire-fighting arrangement of the territory and extinguishing forest fires;
2. Formation of fire brigades;
3. Repair of fire-fighting equipment, equipment and observation objects;
4. Preventive fire-fighting measures in forests located around settlements;
5. Training of the inspection staff, employees of the state guard on ensuring the protection of forests from illegal logging, as well as the procedure for compiling and maintaining
documentation on forest violations;
6. Burning of existing felling residues before the start of the fire season;
7. Conduct controlled annealing of herbaceous vegetation on the territory of the forest fund and adjacent territories in order to reduce fire danger.

On February 22, 2023, a meeting on the topic was held in the Akmola Regional Territorial Inspection of Forestry and Wildlife of the Forestry and Wildlife Committee via videoconference: "Results of the 2022 fire season and tasks for the 2023 fire season", with the participation of representatives of municipal State forestry institutions of the Department of Natural Resources and Environmental Management of the Akmola region and the Akmola Regional Territorial Inspectorate of Forestry and Wildlife, etc.

During the meeting, the following measures were taken and approved to prepare for the fire season:

Take note of the information "On the results of the 2022 fire season and the tasks for preparing for the 2023 fire season on the territory of the State forest Fund".
To the heads of state forestry institutions of the Department of Natural Resources and Environmental Management of the Akmola region, the State Enterprise "Burabai", the State Enterprise "Buiratau", the State Enterprise "Kokshetau", the Korgalzhyn GPP, the State Enterprise "Zhasyl-Aimak", the Sandyktau UPLH, the branch "Northern Region", the State Enterprise "Republican Forest Breeding and Seed Center", JSC "NC "KazAvtoZhol", the Astana distance of protective forest plantations of JSC "NC KTZ" under personal responsibility, must be completed by March 24 this year:
training and instruction of forest fire services on the issues of fire-fighting arrangement of the territory and extinguishing forest fires, as well as drawing up protocols for violations of fire safety rules in forests;
formation of fire brigades;
repair of fire-fighting equipment, equipment and observation facilities;
production of full houses and panels on environmental topics with indication of phone numbers of forest fire services;
creation of a reserve stock of fuels and lubricants;
ensuring stable telephone and radio communications;
ensure that the existing felling residues are burned before the start of the 2023 fire season;
to provide preventive fire-fighting measures in forests located around settlements within a radius of up to 100 meters, according to the SNiP of the Republic of Kazakhstan 3.01-01-2008 "Urban planning". Planning and development of urban and rural settlements";
to strengthen the explanatory work in the media on the prevention of forest and steppe fires;
to bring the staff number in line with the Standards for the protection of forests on forestry lands and specially protected natural territories in accordance with the norms and standards for the protection, protection, use of forest resources, forest reproduction and afforestation on the sites of the state forest fund approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated July 20, 2015 No. 18-02/664;
to ensure the readiness of equipment, inventory, and the availability of fuel for the start of forestry work;
to develop and coordinate with the inspection plans for the creation of protective fire-prevention strips on the territory of the state forest fund and adjacent territories by controlled annealing by March 1, 2023;
after the snow cover melts, when working on the creation of protective fire-prevention strips on the territory of the state forest fund and adjacent territories by controlled annealing, follow the order of the Forestry and Wildlife Committee dated July 21, 2022 No. 27-5/151 -NK, "On approval of Methodological Guidelines for the creation of protective fire-prevention strips on the territory of the State Forest Fund and adjacent territories by controlled annealing";
to develop jointly with local executive bodies until 03/24/2023 and carry out measures to ensure protection from fires of settlements located in forests, excluding the possibility of spreading fire during forest fires to buildings and structures (the device of mineralized strips with a width of at least four meters, removal of dry vegetation in summer);
to intensify the work of forest protection, responsible officials for the prevention and prevention of forest fires, illegal logging and damage to forests and other violations of forest legislation, as well as to pay special attention to the quality of administrative materials on the facts of detected violations.
To the branch of JSC "NC "Kazakstan Temir Zholy" - the Astana distance of protective plantings, to the Akmola regional branch of JSC "NC "KazAvtoZhol" (by agreement):
during the fire season, clean protective plantings from clutter and care for mineralized strips according to approved volumes.
Department of Forests and Protected Areas of Akmola Regional Territorial Inspection of Forestry and Wildlife:
to ensure control over the development and coordination of plans for cooperation in combating forest fires of the structural divisions of forestry of the Akimat of the region, environmental institutions and subordinate organizations of the Ministry of Emergency Situations of the Republic of Kazakhstan. Copies of the plans should be submitted to the Forestry and Wildlife Committee of the Ministry of Agriculture of the Republic of Kazakhstan by March 03, 2023 (inclusive);
in the period from March 24 to April 8 this year, to conduct readiness checks (in compliance with all sanitary standards) for the fire season of municipal state forestry institutions, environmental and forest institutions, the Akmola regional branch of JSC NC KazAvtoZhol, the branch of JSC NC KTZ - the Astana distance of protective plantings. Based on the results of the audit, determine the degree of readiness of state forest owners for the fire season of 2023 and submit information to the Forestry and Wildlife Committee by April 15, 2023;
by 03.03.2023 (inclusive), send copies of Plans for the creation of fire-prevention strips to JSC NC Kazakstan Garysh Sapary;
jointly with state forest owners to organize explanatory work in the media on the prevention of forest fires and responsibility for violations of fire safety rules in forests;
according to the work plan of the Akmola regional Territorial Inspection of Forestry and Wildlife of the Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan for 2023, to ensure the readiness of equipment, inventory, the availability of fuel for the start of forestry work.
From the "Kazavialesoohrana" the meeting was attended by the commander of the Northern aviation division, the heads of the Borovsky and Kokshetau aviation departments.

ON FEBRUARY 21, 2023, A MEETING WAS HELD ON THE PREPARATION FOR THE 2023 FIRE SEASON ON THE TERRITORY OF THE GLF AND PROTECTED AREAS

On February 21, 2023, a meeting was held in the Karaganda Regional Territorial Inspectorate of Forestry and Wildlife, chaired by the head of the Karaganda OTI, on the preparation for the fire season of 2023 on the territory of the GLF and protected areas.
The following measures were taken and approved to prepare for the fire season:
All forest owners were instructed to develop and coordinate plans for cooperation in combating forest fires with subordinate organizations of the Emergency Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan.
All forest owners must complete preparations for the fire season by March 19, 2023, including:
2.1 Conducting training and briefing of forest fire services on the issues of fire-fighting arrangement of the territory and extinguishing forest fires, as well as drawing up protocols for violations of fire safety rules in forests;
2.2. formation of fire brigades;
2.3 Repair of fire-fighting equipment, equipment and observation facilities;
2.4 To produce full houses and panels on environmental topics with indication of phone numbers of forest fire services;
2.5 Create a reserve stock of fuels and lubricants;
2.6 Ensure stable telephone and radio communication;
2.7 To carry out the installation of piers and dredging works for the use of spillway devices by aviation when extinguishing wildfires;
2.8 To carry out the burning of existing felling residues and controlled annealing of herbaceous vegetation in accordance with the Methodological Guidelines for the creation of protective fire protection strips on the territory of the state forest fund and adjacent territories;
2.9 To provide preventive fire-fighting measures in forests located around settlements within a radius of up to 100 meters, according to the SNiP of the Republic of Kazakhstan 3.01-01-2013 "Urban planning". Planning and development of urban and rural settlements";
2.10 Strengthen explanatory work in the media on the prevention of forest and steppe fires.
Forest owners are instructed to ensure timely and high-quality transmission of information about forest fires to the territorial inspectorate.
Heads of state forestry institutions of regional akimats and environmental institutions of the Committee, in coordination with the regional territorial inspections of forestry and wildlife and the Republican Dispatch Service of the RSE "Kazavialesookhrana", promptly post on the website of forest institutions and inform the media about cases of fire on the territory of the GLF and about threats to the state forestry Fund, the forces and equipment of forest environmental institutions involved.
Strengthen the work in the media to prevent and combat forest fires, illegal logging and other forest violations. Periodically provide media coverage of forest and wildlife protection issues.
Conduct preventive conversations regarding the general requirements and structure of the forest fire extinguishing management, as well as the interaction between aviation and ground protection of forests when extinguishing forest fires.

February 17, 2023 at KSU "Zyryanovskoe forestry" The UPR and RP of the East Kazakhstan Region, chaired by the head of Utepov R.A., held a meeting on the preparation for the fire season of 2023 on the territory of the Zyryanovsky KSU. During the meeting, reports on the work done during the fire season of 2022, the number and causes of forest fires were heard.
During the meeting, it was decided to:
1. Strengthening control over compliance with fire safety rules and regulations in forests;
2. Preparation and provision to the authorized bodies of information on the availability of fire extinguishing equipment in accordance with the approved standards;
3. Repair of fire-fighting equipment, equipment and observation facilities before the start of the fire season.
