On February 28, 2020, a meeting was held at the central office of the Kazavialesoohrana State Public Institution on the differentiated system of rewarding citizens who reported corruption. By the Decree of the Government of the Republic of Kazakhstan dated February 4, 2020 No. 32, amendments to the Rules for the Promotion of Persons Reporting a Corruption Offense were adopted.
During the meeting, the head of the legal department, Ibraev Zhomart Omashevich, spoke about the rules of the incentive system for citizens who reported corruption.
"On the implementation of the president’s order, a government decree was adopted on a new system of rewarding citizens for reporting corruption. According to the experience of OECD countries (Germany, the USA, Great Britain and Hong Kong), the amount of remuneration will be differentiated. 10% of the amount of a bribe after a conviction can be received by citizens who reported about corruption offense. Maximum remuneration 4000 MCI (10 million 604 thousand tenge). " - Zhomart Ibraev informed.
Increasing the size of financial incentives for providing information or otherwise assisting in the identification, suppression, disclosure and investigation of corruption crimes is aimed at enhancing the civilian position of the population in the fight against corruption. At the end of 2019, the number of calls on reports of corruption has increased. This indicates an increase in citizens' confidence in the country's anti-corruption policy.
"The rules for encouraging people who report a corruption offense or otherwise assist in the fight against corruption provide for the following system of encouraging citizens:
- for corruption crimes, for which the amount of the bribe or damage caused or the cost of the benefits or services provided does not exceed 1,000 MCI (2,651,000 tenge) - the amount of the fee (depending on the category of crime - crimes of light gravity, crimes of medium gravity, serious crimes and especially grave crimes) ranges from 30 to 100 MCI (from 79 530 to 265 100 tenge;
- if the amount of the bribe or damage caused or the cost of the benefits or services provided exceeds 1,000 MCI (2,651,000 tenge) - the amount of remuneration will be 10% of the indicated amount, but not more than 4,000 MCI (10,604,000 tenge.). "- added the speaker.
