In pursuance of the Action Plan for the Implementation of the Anti-Corruption Program, on June 14, 2019 a meeting was held under the chairmanship of the Director General of the State Enterprise Kazavialesokhrana to develop an anti-corruption culture among government officials. S. Alimzhanov, Chief Specialist of the Department of the Agency of the Republic of Kazakhstan on Civil Service Affairs and Anti-Corruption in the city of Almaty, spoke about countering corruption, in particular, he focused on explaining the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015–2025, the Message of the President of the Republic of Kazakhstan "Kazakhstan" Strategy -2050 ”: a new political course of the established state, as well as the provisions of the" 100 concrete steps ”Nation Plan for the implementation of 5 institutional reforms. Alimzhanov S.S. stressed that the fight against corruption is the most important strategic priority of the state policy of Kazakhstan.

Corruption destroys public confidence in the state, reduces the effectiveness of state power, seriously hindering the country's socio-economic and spiritual progress.

In the context of the implementation of ambitious objectives of the "Kazakhstan-2050” Strategy and the goal of Kazakhstan joining the thirty most developed countries of the world, it is necessary to qualitatively increase the effectiveness of countering corruption in the country. In this regard, it is necessary to develop new systemic and long-term measures to counter corruption, not only by the state, but also by society. To implement this task, a party anti-corruption program for 2015-2025 has been developed.

1. The first stage: 2015-2020;

2. The second stage: 2021-2025 years.

For the effective implementation of each stage, a Roadmap will be developed with a set of measures and specific indicators aimed at achieving the goals and objectives of the program. The roadmap is approved by the party’s Political Council Bureau.

The goal of the program is to involve the entire society in the anti-corruption movement by creating an atmosphere of zero tolerance for any manifestations of corruption.

 - formation of anti-corruption culture, education and upbringing;

 - reducing the prerequisites for corruption;

 - strengthening party and public control over the activities of government bodies, the quasi-public sector, and subjects of monopolies;

 - empowerment of local government;

 - improvement of anti-corruption legislation.

As international experience shows, public confidence in the government is largely determined by the level of everyday corruption. This is what citizens and businesses face everyday when receiving public services.

In this regard, for the systematic improvement of the quality of public services, the party will seek:

 - ensure the issuance of all permits in electronic form from 2015;

 - 100% of the transfer of socially significant public services to electronic format;

 - rendering by 2020 at least 80% of state services in electronic form and by 2025 - 100%;

 - rendering by 2025 at least half of state services on the principle of "one window” (through PSCs).

The result of the measures taken will be the entry of Kazakhstan by 2025 into the top thirty countries of the Global Competitiveness Index in terms of "Ethics and Corruption”.

During the speech, a member of the Special Monitoring Group under the Department of the Agency of the Republic of Kazakhstan on Civil Service Affairs and Anti-Corruption in the city of Almaty Madiev E.M.
