Paratroopers-firemen of the Ridder and Ust-Kamenogorsk aviation departments and employees of the ground forest guard with equipment were sent to the place of fire to extinguish the fire and prevent its further spread. Putting out the fire was complicated by the hard-to-reach terrain. A helicopter delivered 2 tons of water to the site of the fire using a P-1.00 tank. Thanks to the coordinated actions of all services, the fire was localized. The fire is being extinguished.
JULY 31, 2021 FOREST AVIATION WORKS WERE CARRIED OUT

On July 31, 2021, specialists of the Bayanaul aviation department, together with representatives of the Pavlodar Regional Territorial Inspectorate, flew over the protected area. During the air patrol, the sanitary condition of the Bayanaul State Scientific and Production Enterprise and the adjacent territory was checked. During the air patrol, 4 facts of the placement of construction and household waste in the buffer zone of the Zhasybaysky and Bayanaul forestries were revealed. The identified areas were photographed and an inspection was scheduled. No spontaneous garbage dumps were found on the territory of the national park.

Today, the issues of strengthening the fight against corruption and the use of modern methods of preventing it are an urgent task for the entire world community.
Today, in the world, the main instrument for ensuring the integrity of organizations is the effective operation of independent compliance services within the framework of risk management and internal control.
Compliance is not a new phenomenon for Kazakhstan.
Positive changes are also evidenced by the results of the study according to which more than 76% of the interviewed entrepreneurs consider it possible to develop in Kazakhstan without giving bribes and working exclusively in the legal field.
In this context, business integrity is especially important. We are talking about the companies' compliance with the requirements of the law and all the obligations assumed.
In this regard, the relevance and significance of anti-corruption compliance is determined at the legislative level.
Their interest should be caused by the responsibility imposed on them for the commission of corruption offenses by subordinate employees and the expansion of the subjects of corruption by some employees of the subjects of the quasi-public sector.
The highest priority is prevention. Control upon hiring, corporate training of personnel, analysis of transactions, operations.
Last year, the first package of anti-corruption reforms was announced, institutions of resignation and disciplinary responsibility of managers for the corruption of subordinates were introduced, and anti-corruption expertise was restored. All these novelties have been reflected in specific laws and have already established themselves as effective preventive tools.
Many innovations are currently being considered in the Senate, which indicates the imminent implementation of the second package of anti-corruption reforms.
The first is to increase accountability for corruption. First of all, this concerns law enforcement officials and judges.
The issue of toughening the punishment for bribe-givers and intermediaries in bribery has been worked out.
The second is the introduction of a ban for civil servants, deputies and judges from owning bank accounts abroad. This initiative is important not only from the point of view of the ideology of serving the interests of the country, but also in order to level the opportunities for the withdrawal of corrupt capital.
The third is the adoption of a law on public control, which is a real catalyst for a wider involvement of citizens and non-governmental organizations in the systemic fight against corruption and bureaucracy. It reflects the specific mechanisms of interaction between public figures and government agencies on the widest range of issues.
The all-republican project "Adaldyk alagy" - "Regions free from corruption" became an anchor project for the eradication of everyday corruption and promotion of the ideology of integrity.
Within the framework of the project "Almaty - Adaldyk Alany", together with the public, a large-scale transformation of the activities of state bodies is being carried out in order to ensure their openness and accessibility.
Digital transparency tools are also widely used. Introduced "Interactive map of open budgets"
The project "Interactive Map of Open Budgets" is open to citizens budgets for the development and maintenance of facilities, the ability to view the work done, the opportunity for appeals and comments.

Integrity is the cornerstone of the entire system of good public administration, as well as the guarantor in upholding and ensuring the priority of public over private interests.
This means that it is necessary to respect not only the spirit and letter of the law, but also to be committed to the values ​​of serving the community and being able to empathize with the problems of people.
JULY 29, 2021, AIR TRAINING OF THE AIRCRAFT FIRE GROUP OF UST-KAMENOGORSK AVIATION DEPARTMENT WAS PASSED

As part of the completion of the training of paratroopers-firefighters under the program "Professional training of paratroopers-firefighters" ATC FBU "AVIALESOOKHRANA", descents from the MI-8 helicopter to the ground were performed using a special launching device (SRD). The descents were carried out from a height of 10, 20, 30 and 40 meters. From such a height, paratroopers-firefighters have to work directly when extinguishing forest fires.
The helicopter can get as close to the ground as the tree crowns allow. Some paratroopers-firefighters have more than 50 descents from a helicopter behind them. They put out fires in different regions of the country. Practical skills of the "forest special forces" were practiced by experienced mentors - deputy director, head of the aviation fire service, heads of the aviation department and observer pilots.
DESCENT DEVICE - a device that allows the descent of people and cargo to work sites from a helicopter hovering over a forest canopy or other natural object where landing of a helicopter is impossible. The first drum-type forest fire launching device (SCS) for the delivery of people and fire-fighting cargo to forest fires for the purpose of extinguishing them was developed by the production and technical laboratory of the Central Base of Aviation Forest Protection. The first descents from the Mi-4 helicopter were carried out in 1956. Later, in connection with the use of the Mi-8 helicopters by the air forestry, a roller-type descent device (SRD) was developed and introduced in 1979.
It allows an autonomous descent from a paratrooper-firefighter helicopter or cargo weighing up to 100 kg at a speed of up to 3 m / s. It should be noted that it is not always possible to reach the area of ​​an active forest fire by land transport, and when delivering forces and means by aviation, it is not always possible to select a site for a safe landing.
In such cases, a decision is made to land troops in the area of ​​the fire using a helicopter. The pilot-observer from the air selects a platform suitable for the descent of paratroopers-firefighters, measuring at least 5x5 meters between the crowns of trees.
When making a decision to perform descents and choosing a place for descent, the releasing officer asks the helicopter commander "Let me prepare for descent." Having received the answer "Allow", he gives the command to the paratroopers-firefighters "Prepare for descents" and puts on a safety belt or a safety harness. The carabiner of the safety halyard or cable is attached to the power unit in the helicopter. The helicopter hovers over this "well" at a height of at least 10 meters above the tops of trees (while the height to the ground should not exceed 45 meters).
The pilot-observer opens the door and drops a particularly strong (900 kg at break) 50-meter cord, along which paratroopers-firefighters descend directly from the helicopter to the ground with the help of a trigger roller.
If the bay of the cord has blossomed and reached the ground, the release through the SPU reports to the helicopter commander: "the bay is dropped, dismissed to the ground, permit the descent of the first" and, having received the answer: "Allow," gives the command to the first: "to the descent."
The release after the descent of the first paratrooper-firefighter reports on the SPU to the commander of the helicopter: "The first has landed, permit the descent of the second."
Having received permission, he launches the second paratrooper-firefighter, the descent is performed similarly to the first.
The leader of the group should descend first, who, having descended, is obliged to insure the next descending paratroopers.
After the end of the descent of the paratroopers-firefighters, the releaser unhooks the cord carabiner from the earring and throws the cord down. The issuer reports to the commander of the helicopter on the SPU: "The descents are over, the cord has been dropped, the door is closed."
During the training, the interaction of the helicopter commander, pilot-observer and paratroopers-firefighters, the speed of descent (average - three meters per second), correct landing and much more are monitored. The acquired skills will allow you to extinguish forest fires in hard-to-reach areas, coming to the aid of the forest from the air.

ON JULY 27, 2021, THE EMPLOYEES OF THE BORODULIKHINSKY AVIATION DEPARTMENT DETECTED 2 FIRE

On July 27, 2021, during an aviation patrol by employees of the Borodulikhinsky aviation department, 2 fires were discovered: on the territory of the 59th quarter of the Aul forestry and 104 quarters of the Zhernovsky forestry. Paratroopers-firemen of the Borodulikha aviation department, employees of the ground forest guard with equipment were sent to the place of fires to extinguish the fires and prevent their further spread. JULY 26, 2021 AN EMPLOYEE OF THE ALMATY AVIATION DEPARTMENT HELD A PREVENTIVE LECTURE

On July 26, 2021, within the framework of the program for informing the population by the paratrooper-firefighter of the Almaty aviation department, Sadykov B.Zh. among the employees of "QAZAQ PAK" LLP a preventive lecture was held on the topic: "Protect the forest from fire". The trainees were familiarized with the precautions when handling fire in the forest, actions when a forest fire is detected, the actions of a person lost in the forest, and the observance of sanitary standards when visiting forest tracts.
JULY 25, 2021 FOREST AVIATION WORKS WERE CARRIED OUT

On July 25, 2021, the specialists of the Karkaralinsk aviation department, together with representatives of the Karkaralinsk State Scientific Research Enterprise, carried out an overflight of the protected area. During the air patrol, hayfields, agricultural fields and pastures located on the territory of the SFF and the adjacent territory of the SPZ were examined. Prescriptions and leaflets were distributed on the subject of compliance with fire safety rules in forests and specially protected areas. During the air patrol, 2 steppe fires were discovered, information about the fires was transferred to ground services to extinguish the fire and prevent its further spread. When inspecting the territory of the SFF, no fires and forest fires were revealed.
