In pursuance of the Action Plan for the Implementation of the Anti-Corruption Program, on June 14, 2019 a meeting was held under the chairmanship of the Director General of the State Enterprise Kazavialesokhrana to develop an anti-corruption culture among government officials. S. Alimzhanov, Chief Specialist of the Department of the Agency of the Republic of Kazakhstan on Civil Service Affairs and Anti-Corruption in the city of Almaty, spoke about countering corruption, in particular, he focused on explaining the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015–2025, the Message of the President of the Republic of Kazakhstan "Kazakhstan" Strategy -2050 ”: a new political course of the established state, as well as the provisions of the" 100 concrete steps ”Nation Plan for the implementation of 5 institutional reforms. Alimzhanov S.S. stressed that the fight against corruption is the most important strategic priority of the state policy of Kazakhstan.

Corruption destroys public confidence in the state, reduces the effectiveness of state power, seriously hindering the country's socio-economic and spiritual progress.

In the context of the implementation of ambitious objectives of the "Kazakhstan-2050” Strategy and the goal of Kazakhstan joining the thirty most developed countries of the world, it is necessary to qualitatively increase the effectiveness of countering corruption in the country. In this regard, it is necessary to develop new systemic and long-term measures to counter corruption, not only by the state, but also by society. To implement this task, a party anti-corruption program for 2015-2025 has been developed.

1. The first stage: 2015-2020;

2. The second stage: 2021-2025 years.

For the effective implementation of each stage, a Roadmap will be developed with a set of measures and specific indicators aimed at achieving the goals and objectives of the program. The roadmap is approved by the party’s Political Council Bureau.

The goal of the program is to involve the entire society in the anti-corruption movement by creating an atmosphere of zero tolerance for any manifestations of corruption.

 - formation of anti-corruption culture, education and upbringing;

 - reducing the prerequisites for corruption;

 - strengthening party and public control over the activities of government bodies, the quasi-public sector, and subjects of monopolies;

 - empowerment of local government;

 - improvement of anti-corruption legislation.

As international experience shows, public confidence in the government is largely determined by the level of everyday corruption. This is what citizens and businesses face everyday when receiving public services.

In this regard, for the systematic improvement of the quality of public services, the party will seek:

 - ensure the issuance of all permits in electronic form from 2015;

 - 100% of the transfer of socially significant public services to electronic format;

 - rendering by 2020 at least 80% of state services in electronic form and by 2025 - 100%;

 - rendering by 2025 at least half of state services on the principle of "one window” (through PSCs).

The result of the measures taken will be the entry of Kazakhstan by 2025 into the top thirty countries of the Global Competitiveness Index in terms of "Ethics and Corruption”.

During the speech, a member of the Special Monitoring Group under the Department of the Agency of the Republic of Kazakhstan on Civil Service Affairs and Anti-Corruption in the city of Almaty Madiev E.M. On June 16, 2019 during the air patrolling of the territory protected by the Akmola aviation department, a fire was discovered in the territory of 136 quarters of Pushkin forestry, Otradnensky KSU. The forces and means of the Akmola aviation department and the Otradnensky KSU were thrown into the fight against the fire element. Thanks to promptly taken measures, the fire was extinguished over an area of ​​0.01 ha. The following were involved in the localization and fire prevention: a helicopter, 4 paratrooper-fire Akmola aviation department, 8 people from Otradnensky KSU, 4 units of equipment. The cause of the fire is a thunderstorm.

On June 14, 2019 during the air patrolling of the territory protected by the Zhambyl Aviation Division, a fire was discovered in the territory of the 223 quarters of the Ulanbel KSU. The forces and means of the Zhambyl Aviation Branch, Moiynkumsk and Ulanbelsk KSU were thrown into the fight against the fire element. After a long and hard struggle, the fire was localized on an area of 15 hectares. In the localization of fire were involved: a helicopter, 3 paratrooper-fire Zhambyl aviation department, 30 people of Moynkumsky and Ulanbelsky KSU, 4 units of equipment.

On June 14, 2019 during the air patrolling of the territory protected by the Borodulikha aviation department, a fire was discovered on the territory of section 112 of the Talitsky Forestry, Semipalatinsk branch of the State Planning Directorate of Families Ormany. The forces and means of the Borodulikha aviation department and the Semipalatinsk branch were thrown into the fight against the fire element. Thanks to promptly taken measures, the fire was extinguished on a small area of ​​0.01 ha. The helicopter, the head and 2 paratrooper-firemen of the Borodulikha aviation department, 12 people of the Semipalatinsk branch, 3 units of equipment were involved in the localization and fire prevention.

June 14, 2019 as part of a program to inform the population of the paratrooper-fire Taldykorgan Aviation Branch Taibolatov Zh.Zh. among the workers of KSU "Economic Management” a preventive lecture was held on the topic: "From what forests are burning.” Employees of the organization were familiarized with precautionary measures when handling fire in the forest, actions to detect a forest fire, the rules of compliance with sanitary standards when visiting the forest, as well as the actions of the lost in the forest.

On June 14, 2019 a steppe fire was discovered during the air patrolling of the territory protected by the Kokshetau Aviation Division. There was a threat of a fire going over to the territory of the 87th quarter of the Suly forest district, Aiyrtau branch of the RSU GNPP Kokshetau. The forces and means of the Kokshetau aviation department and the Aiyrtau branch were thrown into the fight against the fire element. Thanks to promptly taken measures, the fire was extinguished on an area of ​​0.01 ha (steppe). The following were involved in the localization and fire prevention: a helicopter, an observer pilot, 2 paratrooper-firemen of the Kokshetau aviation department, 5 people from the Ayyrtau branch, 2 units of equipment.

On June 13, 2019 a fire was discovered and extinguished in the 70 quarter of Bayanaul forestry, Bayanaul SNNP. The forces and means of the Bayanaul aviation department and Bayanaul SNNP were thrown into the fight against the fire element. In total, the fire extinguishing involved: 2 people of the aviation fire service of the State Enterprise "Kazavialesookhrana", 5 people of the Bayanaul SNNP and 4 units of equipment. Thanks to promptly taken measures, the fire was extinguished on a small area (0.002 ha). By the forces of Bayanaul GNNP, fencing is conducted. The cause of the fire is a thunderstorm.

On June 13, 2019 during the air patrolling of the territory protected by the Zhambyl Aviation Division, a fire was discovered on the lands of the state reserve. The threat of a fire turning into the territory of 94 blocks of the Furmanovsk forestry, Moyinkumskiy KSU was created. 7 paratroopers-firemen of the Zhambyl aviation department were sent to the site of fire to extinguish the fire and prevent its further spread. After a long and persistent struggle with fire, the fire was eliminated on an area of 1.5 hectares.

On June 13, 2019 the Bayanaul Aviation Branch took part in the inspection of the institutions and units of the Bayanaul District responsible for organizing the extinguishing of large forest fires on the territory of the Bayanaul State National Natural Park. During the event, the equipment and readiness of organizations for emergency response (large forest fires) was checked. The following persons took part in the review: Bayanaul emergency department, Bayanaul SNNP, Bayanaul fire station number 28, Bayanaul aviation branch of the State Enterprise "Kazavialesoukhrana", representatives of the rest homes "Kristall", "Fakel", "Berezka" and Toraygyr rural district. The inspection was organized by the Department of Emergency Situations in the Pavlodar region, according to the Plan of engaging forces and means for extinguishing forest fires on the lands of Bayanaul SNNP.

The forces and facilities of the fire brigade and rescue units, other forces and equipment are attracted when a state of emergency is introduced in the region or a corresponding municipal region or when there are a number of forest fires that cannot be extinguished by forest fire formations on their own.

It is worth noting that actions to extinguish forest fires are carried out in accordance with fire fighting tactics, requirements of safety and labor protection rules during fire extinguishing, and can be carried out under conditions of high psychological and physical stress, increased risk, and direct danger to life and health of fire fighting participants.

On June 13, 2019 by the commander of the Northern Aviation Unit Lesniy N.N. At the location of the Akmola Aviation Division, a preventive lecture on the theme: "Observance of fire safety rules in the forest” was held for the summer school camp participants.

Children and teachers were familiarized with the work carried out by the aviation department, precautionary measures when handling fire in the forest, actions taken when a forest fire was detected, and the rules for maintaining sanitary standards when visiting a forest. During the meeting, the guests were shown the possibilities of modern fire equipment.
