ON JUNE 8, 2021, EMPLOYEES OF THE PAVLODAR AVIATION DEPARTMENT HELD A PREVENTIVE LECTURE

On June 8, 2021, on the territory of the Pavlodar aviation department, an excursion was held among the children of the summer camp in the village of Shaldai. During the excursion, V.I. head of Pavlodar a / o Bayzhanov Zh.Zh. a preventive lecture was held on the topic: "Compliance with fire safety rules in the forest." The children were familiarized with the precautions when handling fire in the forest, the actions to be taken when a forest fire is detected, and the rules for observing sanitary standards when visiting the forest. Such meetings allow children from a young age to instill in children a love for their native land, respect for nature, help broaden their horizons and leave many pleasant impressions and positive emotions.
INCREASED FIRE DANGER DECLARED IN VKO

Summer has just begun, but it has already managed to bypass the entire last year's summer period in terms of the number of forest-steppe fires. In particular, the recent fire in Ridder destroyed up to 300 hectares of pine forest. With an eye to the difficult situation, Kazakh and Russian fire fighters jointly practice the skills of resisting natural disasters, because, as practice shows, it is really necessary to act together in the fight against fire in cross-border areas. Vyacheslav Vetlugin, correspondent:
- The place of such exercises was not chosen by chance. It is here, in the Beskaragai region, that the fire hazard period lasts 204 days a year, and in the dry season, the risk of fires increases significantly. For example, now, according to the legend of the exercises, the tape forest is burning, the fire brigade of Kazakhstan hastily left, and since this is a territory adjacent to the Russian Federation, special forces from Russia also come to the rescue. The work of emergency services is complicated by natural conditions. Wind gusts up to 12 meters per second drive the flames to the nearest village. They are trying to divert the paths of spreading fire from the settlement.
Vyacheslav Vetlugin, correspondent:
- But this dust cloud is the result of the work of special equipment. The tractors that arrived to help plow the territory, thereby trying to prevent the further spread of fire, that is, now artificial barriers are being put up in the path of the flame. But all is in vain. The fire turns into a horseback and air reinforcements are required. Vyacheslav Vetlugin, correspondent:
- Extinguishing a fire on an area of more than 200 hectares is not complete without air support. MI-8 helicopters with spillways are now loitering over the place of emergency. They will just take a decisive role in eliminating the flame.
Gani Alpyszhanov, director of the Morozov branch of the Semey Ormany RSU:
- In the event of a top fire, it is very difficult to extinguish it without the use of our aviation forestry. After the fire in Begen, we strengthened the protection of forests from fires, new fire engines were purchased. The chronology of wildfires in the region is truly shocking. In 2006, 4 thousand hectares of forest, 92 residential buildings were burnt to the ground in the Begenevsky forestry enterprise of the Beskaragai district, 5 people died. After 4 years, the tragedy repeated itself, but on a smaller scale. In 2010, the flames destroyed up to 2 thousand hectares of the forest fund. Therefore, ensuring fire safety here, in the adjacent territories of Kazakhstan and Russia, is a strategic task for the two states.
Bolat Nurdybaev, Deputy Head of the Firefighting Service of the Emergencies Ministry of the East Kazakhstan region:
- Here at the moment we are working out the arrival of personnel. This is also an important factor in extinguishing forest-steppe fires. The firefighters of Kazakhstan and Russia are learning to quickly coordinate actions and move detachments and special equipment to the place of emergency as soon as possible.
Yuri Volchenko, head of the fire and rescue squad of the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Altai Territory: - We have concluded an agreement on interaction between the parties. If there is a real need for interaction to extinguish forest or landscape fires, all these points have been worked out, we will help each other. And this mutual assistance is really necessary. In the east of the country alone, 53 forest fires have occurred since the beginning of spring. The fire destroyed over 300 hectares of green space.

EASTERN KAZAKHSTAN AND ALTAI KRAI LEARN TOGETHER TO EXTINGUISH FOREST FIRES

Large-scale cross-border fire-fighting exercises were held in East Kazakhstan in the adjacent territory of the Republic of Kazakhstan and the Altai Territory of the Russian Federation.
Fires have no boundaries. Therefore, it is important to work out joint actions in order to resist the fiery element with joint efforts.
Firefighters of the two countries were faced with the task of coping with a simulated forest fire on the territory of the Polyansky forestry of the Morozovsky branch of the State Institution "State Forest Natural Reserve" Semey Ormany ”.
As the deputy akim of the East Kazakhstan region Bakytzhan Bayakhmetov, who was present at the exercises, noted: "Such large-scale trainings are needed to improve actions in case of large forest fires."
The terrain for the exercises was chosen to be appropriate, difficult to pass, characterized by elevation changes, sandy soil and a wooded area. The duration of the fire hazardous season is 204 days a year.
By design, a dry lightning discharge led to a fire. There was a threat of spread and transition to a riding fire. A gusty wind reaching 12.5 m / s led to the possible development of a fire in the nearby village of Yernazar, as well as in the adjacent territory of the Stepno-Mikhailovsky forestry enterprise of the Altai Territory of the Russian Federation. The population of these villages was promptly evacuated, the victims were assisted by doctors of the branch of the East Kazakhstan region of the Center for Disaster Medicine.
55 people and 164 units of equipment of rescuers of East Kazakhstan and Pavlodar region, aviation forestry, specialists of Semey Ormany, Ertis Ormany, Department of Natural Resources and Environmental Management, military unit 68303 took part in the elimination of the simulated fire.

A difficult and many-hour fight with fire, the efforts of rescuers, foresters of both sides allowed to extinguish the fire on an area of 280 hectares and prevent the fire from spreading.
While hostilities were unfolding in East Kazakhstan, the Russian side monitored the process of extinguishing online and coordinated its actions.
"All conditions for the exercise were close to the real situation. Conducting joint exercises in the border area makes it possible to assess the bilateral readiness of emergency departments, forestry departments of Russia and Kazakhstan to the outbreak of wildfires. Suppression of transboundary fires demonstrates the level of coherence of actions of the two countries. The issue of crossing the borders of states in the event of an emergency has been agreed, which makes it possible to quickly eliminate the threat, ”noted Yuri Volkov, head of the 9th fire and rescue team of the Russian Emergencies Ministry in the Altai Territory.
"The buildup of forces and assets proceeded in accordance with the evolving situation and in accordance with the plans to attract forces and assets. Such a large-scale training allowed the personnel of civil protection and rescuers, air forest protection, foresters to hone their skills in extinguishing forest and steppe fires, taking into account the threat to populated areas, "said Yerlan Nurpeisov, Head of Emergency Situations of the East Kazakhstan region.
