ONLINE CONFERENCE "HUMAN RESOURCES DEVELOPMENT THROUGH ELECTRONIC LEARNING: COUNTRY EXPERIENCE" HELD ON JUNE 28, 2021
On June 28, 2021, an online conference "Human Resource Development through E-Learning: Country Experience" was held. The subject of the conference is the challenges, lessons learned and achievements of the Hub member countries in the development of human resources in the civil service through e-learning. The participants got acquainted with effective platforms, innovative technologies, as well as teaching methods and approaches for designing online programs. The conference served as a platform for the exchange of practical experience and knowledge at the global level, expansion of cooperation and partnerships, including mutual learning schemes.
The event presented the experience in the field of human resource development in Georgia, Kazakhstan, the Republic of Korea, Uzbekistan, Ukraine and Estonia. Also, the Association of HR Managers of Kazakhstan shared the experience of the corporate sector. The conference participants are representatives of the authorized bodies of the participating countries of the Hub and other countries, professional organizations, academies, universities and institutes, as well as international organizations.
The conference was attended by 200 experts, civil servants and scientists from 20 countries of Europe, Asia and America. In his welcoming speech, the Minister of Human Resources of the Republic of Korea, Kim Woo Hu, noted that training plays a crucial role in increasing the competitiveness of civil servants around the world. In the Republic of Korea, in line with the trends of the transition to the information society, the active introduction of e-learning began in the 2000s. Since 2017, all training programs have been integrated into the Government e-learning platform. Since 2020, advanced artificial intelligence technologies have been applied, an open smart platform is being developed with the aim of developing a new generation of human resources. He outlined the relevance of "a self-paced e-learning system anywhere, anytime, three hundred and sixty days a year." In her welcoming speech, Anar Zhailganova, Chairperson of the Agency of the Republic of Kazakhstan for Civil Service Affairs, emphasized that the civil service of Kazakhstan has proven its effectiveness and ability to adapt to electronic formats of work and educational processes, quickly coping with the challenges of the crisis associated with the pandemic. Speaking about e-learning, the Chairperson of the Agency said that "the online training format allowed expanding the geography of the seminars,” noting the role of the UNDP and the Hub in organizing training to develop the digital skills of civil servants. Alikhan Baymenov, Chairman of the Steering Committee of the Astana Civil Service Hub, said that the new reality associated with the pandemic has significantly increased the importance, as well as intensified the use of modern technologies. "Civil servants from all over the world are mastering the latest methods of work, we can say that a" ZOOM ”generation of civil servants is being formed. These changes represent new challenges and at the same time represent new opportunities for HR management. In these conditions, the importance of e-learning training is growing. " In this regard, he thanked the partners of the Hub and the governments of several countries for their openness and willingness to share their knowledge and experience with other countries. During the conference, representatives of authorized bodies for civil service affairs and experts from the Republic of Korea, Kazakhstan, Ukraine, Uzbekistan and Estonia shared their experience in creating and developing e-learning platforms in their countries, and talked about innovations in this direction. Speakers noted that special attention is paid to content, variety of forms, methods and duration of training. Recently, "micro-learning" has been developing, that is, video lessons lasting 10-15 minutes. At the same time, the safety and stability of e-learning is at the forefront. The experience of these countries aroused significant interest among the conference participants due to the fact that in the context of Covid-19 around the world, the importance of e-learning in increasing the potential of civil service has significantly increased. All speakers also highlighted the role of the Astana Civil Service Hub in promoting best practices, sharing experience among participating countries, partners and the expert community.
The organizers of the conference are the Astana Civil Service Hub, the Ministry of Personnel Management of the Republic of Korea, the Agency of the Republic of Kazakhstan for Civil Service Affairs and the Association of HR Managers of Kazakhstan.

JUNE 27, 2021 FIRE DETECTED
On June 27, 2021, a fire was discovered on the territory of the Zhalgyzkaragai rural district, a threat was created that the fire would move to the territory of the Kenesskoe FDA KSU. The forces and means of the Akmola Aviation Department and the Keneskoe ULH KSU were sent to fight the fire element to extinguish the fire and prevent its further spread. Thanks to the coordinated actions of all services, the fire was localized and extinguished in a small area.
JUNE 27, 2021 EMPLOYEE OF THE KARKARALA AVIATION DEPARTMENT HELD PREVENTIVE CONVERSATIONS
On June 27, 2021, within the framework of the program for informing the population by the paratrooper-firefighter of the Karkaralinsk aviation department, Tleukor E.S. Among the visitors and vacationers of the Karkaralinsk SNPP preventive lectures were held on the topic: "Compliance with fire safety rules in the forests of the Karkaralinsk SNPP". The listeners were familiarized with the precautions when handling fire on the territory of the KGNPP, actions when a forest fire is detected, the rules for observing sanitary standards when visiting the forest in the Karkaralinsky State National Natural Park.

On June 27, 2021, specialists of the Pavlodar Aviation Department, together with the security engineer of the Beskaragai branch of the RSU GLPR "Ertis Ormany", flew over the protected area in order to monitor compliance with environmental management rules and identify violations of environmental legislation. During the air patrol, no violations of environmental legislation were identified.
JUNE 26, 2021 FOREST AVIATION WORKS WERE CARRIED OUT
On June 26, 2021, specialists of the Pavlodar aviation department, together with a representative of the operational group of the service for the protection of natural complexes and objects, flew over the protected area in order to control compliance with environmental management rules and identify facts of violation of environmental legislation. During the air patrol, no violations of environmental legislation were identified.
JUNE 25, 2021 A PREVENTIVE LECTURE WAS HELD BY AN EMPLOYEE OF THE KOSTANAY AVIATION DEPARTMENT
On June 25, 2021, within the framework of the program for informing the population by the pilot-observer of the Kostanay aviation department, Dandybaev E.N. a prophylactic lecture on fire-fighting topics was held among the employees of Auliekol Distribution Zone. During the lecture, the participants were familiarized with the precautions when handling fire on the territory of the State Forest Fund, actions when a forest fire is detected, and the rules for observing sanitary standards when visiting the forest. Fire propaganda leaflets were also distributed.

Thanks to the coordinated actions of all services, fires were localized and eliminated in small areas.
JUNE 21, 2021 EXERCISES ON EXTINGUISHING NATURAL FIRES WERE CONDUCTED
On June 21, 2021, territorial fire-fighting exercises to extinguish wildfires were held on the territory of the RSU GLPR "Ertis Ormany". The exercises were conducted with the aim of working out the interaction of command and control bodies, forces and means of responding to extinguishing forest fires, promptly involving forces and means in extinguishing a fire, improving practical skills in organizing and managing fire extinguishing, managing the forces and means involved.
According to the legend of the exercise, during an air patrol of the protected area, an observer pilot of the Kazavialesoohrana State Enterprise discovered a forest fire.
From the aircraft to the place of fire, paratroopers-firemen with fire extinguishing means are landed. Having received the input, the paratroopers-firemen quickly proceed to extinguish the fire. In parallel, reconnaissance of the state of the fire is carried out from the air, the prospect of its development is assessed, the spread of fire and the course of extinguishing is monitored, and the alignment of forces and means along the perimeter of the fire is being adjusted. Due to the rapid spread of the fire element (due to strong winds and dry weather), a decision is made to attract additional forces and means.
After some time, the forces and means of the Firefighting and Rescue Service of the Emergency Situations Ministry, Forest Fire Stations, medical services, as well as voluntary firefighting units arrive at the scene of the fire.
The subunits that arrived in time immediately engage in a "battle" with the fiery element. At the site of the fire, an operational fire extinguishing headquarters is created, which collects, processes and analyzes data on the situation at the fire, takes into account and distributes forces and equipment to combat areas, and develops an extinguishing plan. The ambulance team organizes the work of the point for the provision of medical care.
After a long and stubborn struggle in all areas, the active edge of the fire was stopped, work is underway to localize and extinguish individual combustion centers.
The gathering of additional formations in the camp is announced. The chief of the firefighting operational headquarters announces the elimination of the fire.
Based on the results of the fire-tactical exercises, a meeting of the operational headquarters was held with the involvement of the leaders of all functional groups, where the course of the exercises was analyzed and its results were summed up.
In total, more than 50 people were involved in the exercises, more than 10 units of special equipment. According to the organizers of the exercise, these events are carried out to practice the skills of extinguishing forest fires in conditions as close as possible to real ones, to refine all the nuances that may arise during the elimination of a real fire, the interaction of all operational services and ensure the safety of fire extinguishing.
JUNE 23, 2021 FIRE DETECTED
On June 23, 2021, a fire was discovered in the 164th quarter of the Dzhemursky forestry, the Kanonersky branch of the Semey Ormany GLPR. Paratroopers-firefighters of the Bukebaevsky aviation department, employees of the ground forest guard with equipment were sent to the place of fire to extinguish the fire and prevent its further spread. Thanks to the coordinated actions of all services, the fire was localized and extinguished on an area of 0.01 hectares.
