An anti-corruption meeting was held on October 16, 2020

In pursuance of the Action Plan for the implementation of the Anti-Corruption Program, on September 23, 2020, chaired by A.A. Kesimbayev, General Director of the Kazavialesoohrana RSE a videoconferencing meeting was held on building an anti-corruption culture among government officials. During the meeting, a member of the educational headquarters of Antikor.life, Kumganbaev Zhandos Zhumabekuly, made a speech.

Currently, the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption has developed a draft of a new anti-corruption Strategy of the Republic of Kazakhstan until 2025. The draft Strategy provides for anti-corruption measures, the implementation of which will minimize the level of corruption. The priority directions of the work of the said Agency are the elimination of the causes and conditions conducive to the commission of corruption and economic crimes, along with the identification and suppression of crimes that pose the greatest danger to social stability. This is also proved by the specialized situational center created on the basis of the Agency, which, using information resources, monitors the crime situation in the country. An important and effective method of fighting corruption is preventive, educational work to prevent corruption offenses.

The lecturer also spoke about the new format "Antikor.life", the main direction of which is focused on transparency, general accessibility, providing public feedback with the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption.

Head of the legal department Ibrayev Zh.O. the question was asked how effective are the speeches of the heads of state bodies in the "Antikor.life" format. Lecturer Kumganbaev Zh.Zh. replied that these speeches ensure transparency, public availability of information on the activities of state bodies, institutions and enterprises. As an example of this work, the presentation with a report on the work of the Enterprise for anti-corruption activities of General Director Kesmbaev AA is given. October 5, 2020.

At the end of the meeting, Arman Kesimbaev, General Director of the Kazavialesoohrana State Enterprise, spoke:

"Anti-corruption behavior of civil servants is established by Article 52 of the Law on Civil Service, from the norms of which it follows that civil servants must resist manifestations of corruption, prevent corruption offenses, and must suppress the facts of corruption offenses by other civil servants.

At the same time, if a civil servant has information about a corruption offense, he must take the necessary measures to prevent and terminate such an offense, including immediately informing the superior leader in writing, the leadership of the state body in which he works, authorized state bodies. A civil servant is also obliged to immediately inform the indicated persons and bodies in writing about cases of persuading him by other persons to commit corruption offenses."
