The start date for accepting documents from applicants for participation in the competition is determined from the date of placing the announcement of the competition in Internet resources - 16.09.2019.
The deadline for accepting documents is - 30.09.2019.
Requirements for qualification: higher education (or postgraduate) - "Forest resources and forestry”, the presence of a valid certificate of an observer pilot, work experience in the relevant profile of the organization for at least three years.
Job Responsibilities:
- Manages the aviation department of the organization;
- Responsible for decisions made, safety and efficient use of property;
- Organizes and performs aviation protection of forests from fires and forestry services in the fixed territory of the forest fund;
- Provides for helicopter and aircraft flights to detect and extinguish forest fires, in accordance with production plans, assignments, and "Rules for the implementation of aviation work to protect and protect the forest fund”.
- As part of the crew, the aircraft performs flights on air patrol of forests, delivery of paratroopers and firefighting equipment to the places of forest fires;
- Organizes extinguishing forest fires from the air and on the ground, carries out general detailed forest pathological supervision;
- Organizes preventive fire-fighting measures, air patrolling and extinguishing forest fires with available forces, general forest pathological supervision, ensures compliance with fire safety rules in forests;
- Provides rational use of aircraft, fire fighting equipment, vehicles, communications;
- Provides and coordinates the work of observer pilots and instructors of the fire-fighting team and the fire-fighting group;
- Provides carrying out planned preparatory work for the fire hazard season;
- Carries out interaction with state forest owners;
- Prepares reports on the production, economic and financial activities of the aviation branch (group).
Must know:
- Constitution of the Republic of Kazakhstan;
- Forest Code of the Republic of Kazakhstan;
- Labor Code of the Republic of Kazakhstan;
- Laws of the Republic of Kazakhstan: on specially protected natural territories, on the protection, reproduction and use of the animal world, on languages, on the procedure for considering appeals of individuals and legal entities, on combating corruption;
- Normative legal acts of the Republic of Kazakhstan on the protection and protection of forests in the field of civil aviation;
- The main provisions of the operating rules, design features of the device, the purpose of the aircraft used in forestry operations:
- The basics of airplane driving, meteorology, aerodynamics;
- The main flight technical and operational data of aircraft and helicopters used in the implementation of aviation work to protect and protect the forest fund;
- Features of servicing the territory of the state forest fund assigned to the unit;
- Basics of environmental legislation;
- Internal labor regulations, safety and labor protection measures;
- The requirement of industrial sanitation and fire safety.
Documents required to participate in the competition:
- application in the form in accordance with Appendix No. 1 to these rules;
- application form in accordance with Appendix No. 2 to these rules;
- autobiography (filled in personally) in the form in accordance with Appendix 3 to these rules;
- the original and a copy of the identity document of a citizen of the Republic of Kazakhstan;
- the original and a copy of documents on education, as well as documents confirming the passage of the nostrification procedure or recognition in accordance with the Law of the Republic of Kazakhstan "On Education (for diplomas issued by foreign educational institutions);
- the original and a copy of the document confirming the labor activity, certified by the personnel services of the state (law enforcement) body in which the candidate works.
- the original and a copy of a document confirming the passage of military service or military training in specialized organizations of the Ministry of Defense for the preparation of a military-trained reserve, as well as the release or postponement of conscription for military service in accordance with the Law of the Republic of Kazakhstan "On military service and the status of military personnel”,

- health certificate in the form approved by order of the Acting Minister of Health of the Republic of Kazakhstan dated November 27, 2010 No. 907 "On approval of the primary medical documentation of healthcare organizations” (registered in the State Registration Register of Normative Legal Acts No. 6697).
The provision of an incomplete package of documents is the basis for the refusal of their consideration by the tender commission.
Citizens, at their request, provide additional information regarding their education, work experience, professional level and reputation (copies of documents on advanced training, assignment of academic degrees and titles, characteristics, recommendations, scientific publications, other information characterizing their professional activities, qualifications).
Citizens submit the documents listed in paragraphs 1-9 of these Rules, enclosed in a folder, either manually or by mail at the time of receipt of the documents specified in the announcement.
Citizens, at their request, submit the documents listed in paragraphs 1-9 of these Rules in electronic (scanned) form to the email address specified in the announcement.
Citizens who submitted documents for participation in the competition by e-mail, submit for verification the originals of the documents listed in paragraphs 1-9 of the Rules, no later than one business day before passing the test. If the originals of the documents listed in paragraph 1-9 of these Rules are not submitted, the person is not allowed to the subsequent stages of the competition.
Tender participants and candidates may appeal the decision of the tender committee to the authorized body in court in accordance with the legislation of the Republic of Kazakhstan.
