The State Enterprise "Kazavialesoohrana" is the only and unique state enterprise in the Republic of Kazakhstan, which has many years of experience in the detection and extinguishing of forest and landscape fires in the territory of the Republic of Kazakhstan. 

The enterprise has a staff of highly specialized specialists in the field of detection and extinguishing of forest fires (pilot-observers, air-service workers). Specialists of flight personnel (pilot-observers) have a higher forestry education, trained in a specialized training center of the Russian Federation (FBU "Avialesoohrana", Pushkino) and qualified to detect and extinguish fires from the air. The air service has in its composition airborne-firefighters, instructors of air-defense teams and groups. These specialists have completed course training on modern methods of extinguishing forest fires using mobile, technical firefighting equipment. Extinguishing forest fires in tactics and firefighting means is very different from putting out fires of residential and industrial facilities. When extinguishing forest fires, special fire extinguishing means are used, which differ in their mobility and dimensions, which makes it possible to effectively combat forest fires in severe forest conditions.

"Kazavialesoohrana" performs the following functions, defined by the company's charter:

- timely detection and prompt extinguishing of forest fires, detection and prevention of violations of forest legislation; - carrying out works to protect and protect forests and specially protected natural areas; - conducting forest pathological supervision, performing aerochemical works to combat pests and diseases of the forest; - Flight operations for the needs of forestry, hunting and specially protected natural areas; - agitation-mass, explanatory work among the population, the organization of advertising and information activities in the field of protection, protection of forests and fauna.

A brief history of the creation of airborne protection in Kazakhstan.

The aviation protection of forests in Kazakhstan was started in 1948 in the three most dangerous areas in fire: East Kazakhstan, Pavlodar and Semipalatinsk. In connection with the organization of the ground fire service (fire-chemical stations and other facilities), air patrols in 1960 in Pavlodar and Semipalatinsk oblasts were temporarily suspended. In 1962, the cost of aviation protection of forests amounted to only 52 thousand rubles.

In the early seventies, the protection of forests by aviation was carried out in the most valuable and fire-dangerous coniferous forests, already on an area of ​​5.2 million hectares by eleven air separations using eight MI-1 helicopters, one MI-2 and two AN-2 aircraft.

All air divisions were subordinated to the West Siberian airbase (Novosibirsk). The Kazakh air district of the West Siberian Air Base, created in 1972, did not fully meet the requirements and tasks that were already being presented to this service at that time. In connection with the steadily growing attendance of the forests of Kazakhstan by the local population, holidaymakers and their lack of ecological literacy, it was extremely difficult and sometimes impossible to reduce the number of forest fires and their areas by existing forces and means.

Therefore, in 1978 the republic decided to organize an independent specialized service - the Kazakh base for aviation forest protection (Kazavialesohrana). The high level of organization of the air service and the ability of its personnel to combat the fire element in the most difficult conditions have been repeatedly demonstrated in Alma-Ata, Taldy-Kurgan and other areas during periods of massive outbreaks of forest fires.

In the late 1980s (1989), 14 air protection units (Alma-Ata, Urals, Taldy-Kurgan, Petropavlovsk, Kokchetav, Borovskoye, Tselinograd, Karaganda, Pavlodar, Semipalatinsk, Leninogorsk, Zyryanovsk and Katonkaragai aviootdeleniya) protected more than 6, 5 million hectares of forests. For aerial patrolling and extinguishing forest fires, Kazavialesohrana leased 29 aircraft in civil aviation units. At present, there is no alternative organization (firm) offering the full range of services that Kazavialesohrana has available. Continuing to operate the existing Mi-2, Mi-8, Mi-171 helicopters in the airlines. "Kazavialesoohrana" passes to the use of other types of aircraft of foreign production: Bell -206, MD-600, EC-120-B, BO-105.

In connection with the economic crisis associated with the disintegration of the Soviet Union, the financing of forestry works was reduced 8 times. This resulted in a reduction in the total flying hours from 7-8 thousand to 300 -2000 hours per year (from 1985 to 1992). From 2003 to the present, the incursions are stable: 6,200-9,000 hours per year.

The high level of organization of the air service and the ability of its personnel to combat the fire element in the most difficult conditions have been repeatedly demonstrated during periods of massive forest fires. Aircraft protection of forests has firmly entered the forestry practice and takes a leading place in the system of firefighting activities held in forest areas of Kazakhstan.
